In the near future, Dr. Zemp and his ZZ-troupers terrorize cafe owners and street musicians who haven't paid the "music tax." A group of people who resist Dr. Zemp gather around a band called Razor Jet and their guitarist Ray Coduymix, whose music gives people superhuman strength.
